have you set up the required interception firewall rules (iptables)?

Then I think the module was not correcly compiled, or you used the wrong
ip_wccp.c version. You should use ip_wccp.c file referenced in the FAQ
(ip_wccp.c,v 1.5 2004/02/17 01:55:05).
