I don't think you have a problem in this area. Your Squid process RSS is
only marginally smaller than the SIZE.

RSS can never be larger than the SIZE as RSS is the amount of the total
process SIZE kept in primary memory. If SIZE is significantly larger
than RSS then it may indicate a shortage of primary memory in your
server. Your server have plenty of primary memory for the Squid process
size and this is not a problem for you.
