i am asking for blocking simultaneous access from 2 workstations using the
same user id.
let him change the ip, but he should be able to browse from only one
workstation(ANY) at any point of time.

Hi

AFAIK, you not do that
better you go with MAC based access list
so each MAC address is identical, even he/she changes the IP address,
he/she will be not able to browse
