Any readable format is fine.
Patches to the SGML source is preferred. Second to that is plain text.
From the top of the FAQ (before table of contents):
You can download the FAQ as compressed Postscript, plain text, linuxdoc
SGML source <url:http://www.squid-cache.org/Doc/FAQ/FAQ.sgml> or as a
compressed tar of HTML.
