your second example is absolutly correct, works very fine for us.
acl blah dstdomain "/path/to/file"
/path/to/file:
.domain.one.tld
.domain.two.tld
when you use files for acls each entry must be in a single line.

As follows:
acl blah dstdomain .hotmail.com
or
acl blah dstdomain "/path/to/file"
where /path/to/file contains one domain per line, eg
.domain.one.tld
.domain.two.tld
