Ofcorse the rproxy patch is open-source.

The version of the patch we are providing for free is to the current
development version of Squid. Note that not all features are known to work
due to conflicting changes in the development version of Squid since the
rproxy patch was developed and we are gradually working on fixing this up
time permitting.
The stable and well tested version of the rproxy patch for Squid-2.5 is
only provided to our customers.
