Since you don't have access to DNS for a round-robin style
load-balancing on the client-browser end, how about inverting your
diagram below? You could have all the client-browsers connect to the
'Squid Parent' which, in turn, talks to each 'Squid child' in a
round-robin load-based fashion. Each 'Squid child', in turn, would
communicate with its respective 'OutX' interface, thus load-balancing..
 So the 'Squid Parent' would be the point at which load would be
determined, and I know that Squid can handle that logic correctly.
