Squid's peer selection are somewhat limited in it's current form, and some
coding is required to make it run decent in such situation.
Some support is provided by having a non-ICP default peer, and "prefer_direct
on", but in such configuration the peer will not always be viewed as a viable
choice, and performance may be quite slow unless routing clearly indicates
Squid cannot go direct.
