Proxy-Connection is a hop by hop header - netscape *should* be removing
it before forwarding the request. It should also understand it - it *is*
a proxy server :].

Well, for 1, your squid-netscape persistent connections won't work,
because the control information is in the Proxy-Connection header. Also
posting large files (say frontpage uploads) won't work properly, because
without a content-length header, any comms problem will be considered a
normal post connection finish.
I'd be taking this as a bug report to the Netscape proxy folk, myself.
