You've just compiled the module wrong.
I've turned the ip_wccp module into a patch that applies to kernel
2.2.18. This means you can select it at configure time for your kernel,
and the make file will compile it correctly for you.

It's the last link on the page, and works just fine for me (I use it to
build WCCP enabled kernel rpms).
