in the parent list in squid.conf have you tried the no-query option?

cache_peer MSPROXY_Server parent 8080 3130 no-query

(I haven't tried carp so i can't answer that part)

Does anyone here have any experience in setting up a squid cache with a

parent - specifically - how does one configure CARP with the M$ parent -
and
if this is even possible. The squid cache in question is not able to do
any
direct HTTP fetches - and is configured with never_direct to not ever
attempt to do so.
