Short answer: you can't avoid it
long answer:
I have two users, A and B
I want A to login, but B not to... How can I tell the person at the keyboard
is NOT B, without them logging in? Answer: by IP address or an equivalent
external id .. ie ident. Without that, until the user has logged in you will
not know whether the user is A or B.
