Depends how soon your users re-access a page if they are
going to do it at all. It should be sufficiently high that
most pages that are going to be re-accessed are re-accessed
sooner.
It is rather small for an office network; it may be OK for a
big ISP.
Generally, the only way to increase it is to add more disk
(and possibly more memory in proportion).
