Trouble: you tell us the IP addresses then say the problems is with
configuring ARP and MAC addresses. Not much to go on here.
Squid knows nothing of VLAN. Only of physical machine interfaces.
Double-check where those packets are actually arriving, irrespective of
VLAN tags.
