Two options;

a) Use a nightly snapshot of 3.1 where this is already fixed.

b) Apply the indicated patch to 3.1.0.11 using the patch command

   cd squid-3.1.0.11
   wget http://www.squid-cache.org/Versions/v3/3.0/changesets/b9052.patch
   patch -p1 <b9052.patch

then build as usual.
