The thing is that, in my squid.conf already i had a cl signifying who are
the students and there was one acl indicating the allowed collge time.

acl college_time time M T W H F A 7:30-18:00

And there was this line as shown below:

http_access allow stud_hostel

What did now is that i added the thing to the above line as shown below to
enable net access to the stud_hostel at time other than college_time, show
below as

  http_access allow stud_hostel !college_time

When i restarted the squid, it showed up no errors, and i think it should
work fine.

I will be sure only when the stud_hostel wont be getting the net access at
the college time from mon to sat in the coming week. now they would be
having access as per the acls defined in the squid.conf.
