To bypass a filter you need a unfiltered path around the filter.

Installing a Squid in your network is not alone going to get you that as
it still needs to use your ISP to get to the sites in question. But that
Squid may make it easier for you to selectively bypass the ISP is you
have another proxy somewhere you can peer with.
