Iptables could stop you from accessing the port, but couldn't stop squid from opening the port in the first place. Its not an iptables issue IMO.

Not being able to run on a port <1024 is typcially a permissions issue. Probably SELinux, but I havent used it so I cant help there. Suggest you ask the question in a Fedora or SELinux forum.
