There is nobody working on COSS for Squid3 at this time. When releasing
Squid3, we called COSS support experimental for that reason. COSS in
Squid3 most likely has [old] bugs and lacks recent improvements. I am
sure some day it will be either revived or replaced, but there is
currently no sufficient demand for that.

In general, stable code should work OK in production, but YMMV.
