Possibly there is not any problem with these messages.
The server try to write to the file but the file already exists in
/var/www/html/icap/downloads/ folder so it builds a temporary file to use.

From your logs messages (and your c-icap.conf file) I am seeing that the
server uses the /var/www/html/icap/downloads folder not the /icap

c-icap. The c-icap server is a separate project and has its own mailing
