Hi Munawar,

If you want to limit bandwidth to individual users based on IP addresses, you can put a Linux HTB bandwidth shaper in front of your squid proxy or in the proxy itself.

When used with IPTABLES, you can shape the bandwidth of individuals. Then you can use MRTG to generate individuals graphs.

The shaping mechanisms seems to be quite hard to grasp (I'm still learning it) but it works wonderfully if implemented properly.

However, Squid delay-pools might also solve your problem. Regarding individuals MRTG delay-pool graphs, I think that it can be done but I have never implemented it.
