dstdomain works as follows:
1. Match the requested hostname component of the URL exactly as it is.
2. If the requested hostname component looks like an IP address try a
reverse lookup of that address and then match the returned hostname to
the ACL as well.
3. If the reverse lookup failed match using the hostname "none".
