So it's like a dynamic sliding window, where it has a number between the real current users and the users since the Squid started.

Somewhere inbetween.

It is the number of clients currently in the cliendb database. Every client accessing Squid gets recorded there, but there is garbage collection going on in that database removing clients who have not user the proxy for a while, and how agressive this is depends on how much the client has used the proxy.
