[squid-users] direct fetch

hi list
i have a squid server with configuration as below

squid server ip 192.168.0.2 + gateway 192.168.0.1
cache_peer "DVB PROXY" parent 8080 0 default no-query
           |
           |
           |
gateway isdn + DVB satellite connection + internal ip 192.168.0.1
           |
           |
           |
satellite service provider proxy

the users on my local network use squid proxy to connect to internet. squid
proxy uses DVB proxy using uplink of its gateway 192.168.0.1. the downlink
comes back from Satellite DVB card.
the problem is that if DVB proxy is down then squid automatically starts
fetching the requests from my ISDN i.e. directly. while i want that if DVB
proxy is down it doesnt automatically switch to direct route instead it
gives users the error message and dont fetch requests from direct ISDN link.
