you want something like this?
acl bypassupstream url_regex -i "/usr/local/squid/etc/acls/bypass"
cache_peer_access 1.2.3.4 deny bypassupstream
obviously, 1.2.3.4 should be the ip of your upstream proxy. and the file 'bypass' contains entries you want to not upstream, e.g.
.yahoo.com
