You mean like writing a Windows batch program to do it? ;)
Seriously though, the hackers who loose their hair writing this
thing called squid did define it as "a full-featured Web proxy cache".
In English, from the top of my head, the word "proxy" normally would
be simply defined as "acting on behalf of".
For squid, the "recently visited" would be relative, or so I think.
There must be a client involved, or so I think as well.
So, write a client that will look at the cache of the recently visited
sites and request for those sites via the "proxy".
Put simply, nothing is impossible in this world, except defeating death,
so yes, you can do what you're asking but I don't know how. For that,
because I don't know, I'd say there is no way ;)
