You can acheive this without squid by using authpf (OpenBSD native, and
ported to many other platforms, authpf will allow you to create individual
internet accounts) and the idled daemon. Perhaps the management overhead
would be too high.
Or you could write your own shell scripts and run them via cron to ban
users when they've exceeded their alotted time.
