Yes it is the simple idea of the delay pools in squid. You can simply
compile squid with --enable-delay-pools option (Ex: ./configure
--enable-delay-pools). Then do the delay pool configurations in
squid.conf. Configuration file itself has a good documentation. Further
you can refer http://www.squid-cache.org/Doc/FAQ/FAQ-19.html#ss19.8 too.
