This happens sometimes on my Linux web server where is hosted the italian
mirror of www.squid-cache.org.
With latest (all 2.4 if remember right) Linux kernel this is not a problem:
Your machine is saying that another TCP peer is sending TCP packets that
needs to be repaired, is only an info message.
