[squid-users] delay_pools not working

Hi
I have been using these settings for delay pools for quiet some time. one day i wake up and i find out that the band width restriction is just not working. here is wat i have in my squid.conf and i am running a lan of 192.168.0.0 network.

acl comcept src 192.168.0.0/255.255.255.0
acl notwebpages url_regex -i ftp .exe .mp3 .vqf .tar.gz .gz .rpm .zip .rar .avi .mpeg .mp .ram .rm
acl day time 09:00-18:29
delay_pools 1
delay_class 1 2
delay_access 1 allow comcept notwebpages day
delay_parameters 1 -1/-1 1000/1000
