[squid-users] Implementation issues

Is there a way to have a user connect to the network and be forced to go
to one website, at this site be given the opportunity to either activate
their account or login to access the internet?

1. User boots computer
2. opens browser
3. Initial website displays
      Gives user option to Activate account or Login
4. New user activates account
      returns to initial page and logs in
5. Activated user logs in
6. They browse the net.

I was setting up a proxy server to do the authentication and cacheing,
but have learned from the list that it is not going to behave the way I
expected. Users should only see the initial page once. I seem to be out
in left field as to how to implement this. Any suggestions?
