We had it like this inside to outside (from lib-proxy ->
squid-cache-1/2) and now we have added another rule allowing the two
outside proxies on port 3130 UDP to lib-proxy. It did not make a
difference.

When I take it out, the result is a SYN_SENT because lib-proxy tries
to reach the destination directly on port 80 - which is denied by the
firewall.
When I put it back, the original error message about a vbscript
runtime error reappears.
