ALL request, even those matching the hierarchy_stoplist?
Routing, firewall settings or squid-config?
Try to access the net (e.g. with wget) from your proxy without using any
cache and try to disable the parent. If squid still works, post your
squid config. Your setting do seem right, there is probably something
somewhere else in the config.
