acl justdowloadthisfiles urlpath_regex -i "/etc/squid/justdowloadthisfiles"
acl nodowloadthisfiles urlpath_regex -i "/etc/squid/nodowloadthisfiles"
http_access deny !justdowloadthisfiles nodowloadthisfiles
i think this will work..
