[squid-users] A little help on delay_pools

Hi List,
This is my first time trying to configure SQUID to use delay pools.
Our total bandwidth is only 256Kbps, our organization uses SAP as well
which is connected in realtime to a server in Malaysia which is really a
bandwidth hog.
So I like to limit squid/Internet access to 128kbps only using delay pools.
(is my understanding correct about delay pools?)

is this correct?

acl mynetwork src 10.87.2.0/24-10.87.4.0/24
delay_pools 1
delay_class 1 1
delay_access 1 allow all
delay_parameters 1 128000/128000
