By default the config file is set to deny access to the cache by the lines:
acl all src 0.0.0.0/0.0.0.0
http_access deny all

You will need to create an acl and set it to allow. e.g

acl all src 0.0.0.0/0.0.0.0
acl myusers src 192.168.1.0/255.255.255.0
http_access myusers allow
http_access deny all
