You can't disable the ip_cache. It is required for proper operation.

You can limit it's size somewhat, but generally there is no reason to do
so as it is not very big to start with.

If your current DNS server is on a high latency link then running a
caching DNS for Squid and other DNS uses is recommended, alternatively
increase the ipcache size in squid.conf.

Please keep in mind that a caching DNS server can use quite a fair bit of
memory, so keep an eye on total memory usage by the system after making
such change.
