Well, you can certainly do this using ACLs.
However, you have to remember that in HTTP there is no difference between the
GET command which fetches a web page, or an image on a page, and the GET
command which downloads an mp3 file etc.
So long as you're happy to block/allow http for different machines, you can
use an ACL. If you want to allow some machines to 'browse the web' but not
to 'download files', you'll need to come up with a fairly tight definition of
file types which are allowed/blocked.
