Of course not. That's the way it works. RT(F)M.

At least for HTTP downloads you can set the "Trickles" higher. However
it is mostly a problem of the IE which (again) has problems. In my proxy
chain the users get 1 KB of "null" data (=trickles) for 1 MB of data
which was downloaded to the proxy.
