You need two things:

1. Your linux Squid proxy needs to be configured to forward all requests
to the original outer proxy. See the Squid FAQ on how to use Squid
within a firewall and how to forward all requests to another proxy.

2. You must set up http_access rules giving your users access to the
Linux squid proxy. See QUICKSTART and squid.conf.
