Most of the responses I've seen to your question only refer to clients of
streaming media, not servers.

There are many solutions to the problem of streaming media caching,
splitting and sharing of streaming content. A few of these are:

* Network Appliance NetCache

* Real Networks Helix Streaming server and gateway
  - http://www.realnetworks.com/products/gateway/index.html
  - http://www.realnetworks.com/products/server/index.html

* Akamai
  - http://www.akamai.com/en/html/services/streaming.html

* Alteon Content Cache
  - http://www.nortelnetworks.com/products/01/pcc

and many others ...

If you're looking for Open Source stuff to play with, the only one that
immediately springs to mind is Apple's effort, formerly know as Darwin
Streaming server:

* Apple Quicktime Streaming server
  - http://developer.apple.com/darwin/projects/streaming/

Indeed, some of these systems manage to use HTTP as a transport by
attempting to tunnel RTSP in HTTP, 'though how successfully, I'm not
entirely sure.
