No and yes.
Squid is a HTTP proxy and cannot proxy the FTP protocol.
Squid can proxy requests for ftp:// URLs send by HTTP clients such as
web browsers when configured to use a proxy. This works because in such
case the user-agent (browser) uses HTTP when talking to the proxy,
asking the proxy to retrieve a ftp://... URL.
