Odd.. This can only happen if the user requested port 3128, or if
"httpd_accel_port virtual" is used..
If "httpd_accel_port virtual" is used instead of the recommended
"httpd_accel_port 80", then having Squid bound to port 80 nullifies the
effect of "httpd_accel_port virtual".
