Have you loaded the proper kernel module for WCCP decapsulation on the
Squid server?
WCCP routers encapsulate the redirected packets in a type of GRE
packets, and to make these understood you need to configure the IP
kernel of your Squid server to accept these GRE packets and extract the
original client packet from there.
