[squid-users] Band-width limiting

Is there a way to prefetch a bandwidth value that a certain host can use?
Ex.
A host "XXX" can only use "5KBps" at best...

OTOH, can I give priority to some hosts using the internet? say, host "AAA"
has half the bandwidth to work...
