I have 4 cache_dir like this:
/A 1600 8 256 (3 GB disk)
/B 1600 8 256 (3 GB disk)
/C 1200 8 256 (2 GB disk)
/D 1200 8 256 (2 GB disk)
I want cache pages not to be older than 15 days in my cache. Also by
mentioning 1.6 GB out of 3 GB , I am having control on cache dir max size,
but what will happen if it reaches 1.6 GB . What will it start flushing out
then ? Will it use any policy by default ? I have not enabled any
cache_relacement Policy like lru , etc ?

Not sure if there is a equivalent parameter, but you can get close to
the same effect by tuning your cache size.
