Does this mean a connection refused when connecting to the squid port,
or
a hanging connection ?
Could for instance be verified by telnetting from a remote client
to the squid port.
but, You may have expected it, no redirector processes!

The redirector processes (software) may be buggy and or exiting
upon startup. Does this sw. have logging facilities such as syslog or
particular private logging ?
If so the resulting log info should be examined.
