There is no authenticate_options directive in the current Squid version.
You should probably upgrade to a supported Squid version.

ncsa_auth is included in the Squid source distribution. When you build
Squid you select which Basic authentication helpers you want to use by
specifying --with-basic-auth-helpers=.... See configure --help.
