Thanks a lot Robert. You are CORRECT. I was using "-s" with the acl , but
the mistake i made was to comment out the
authenticate_ip_ttl, since I thought that acl replaces the option . I
enabled and set it to 180 seconds . It is WORKING FINE now.

Try using the -s on the acl (see squid.conf.default).
Be sure to put the deny before the allow.
Make sure the ttl is set to a non-zero number.
Finally, are you sure both workstations are using the same proxy, and is
it the one you are configuring?
