1GB ram is plenty of ram for 30GB cache.

The rule of thumb works pretty well even on larger systems.

If you see that Squid is requiring way above the rule of thumb then
something is wrong and needs to be fixed.

If you see that your OS pushes Squid out on swap even if the process
size is within the rule of thumb and should fit in RAM then you need to
retune your kernel.

True. However the rule of thumb is a relatively conservative rule to be
on the safe site. If you are short on memory you can go a fair bit below
the rule of thumb in most setups..
